Home/Derelict Vehicles
Derelict vehicles

Derelict vehicles in District 4

Abandoned vehicles are removed under a territorial programme run by the Department of Waste Management, using powers in the Derelict Vehicle (Disposal) Act 2000. This page explains how it works, and tracks vehicles reported in the Fourth District.

Read this before using the tracker. There is no public derelict vehicle register for the Virgin Islands, and none specific to District 4. The removal programme is territory wide and is not a District 4 initiative. The tracker below is the district office's own record and starts empty. Nothing is shown in it until the office logs a real report.
The law

How removal works

Under the Derelict Vehicle (Disposal) Act 2000, notice is served in triplicate before a vehicle can be taken.

Identified

A vehicle is identified as derelict, whether by a resident, an officer or the Department of Waste Management.

Notice served

Notice is affixed in triplicate. The owner has 14 days if the vehicle sits on public property, or 21 days if it is on private property.

Period expires

If the notice period passes without the vehicle being claimed or moved, it may be removed under section 7 of the Act.

Removed and recycled

Vehicles are taken to Pockwood Pond. Scrap metal is baled and exported for recycling; over 2,000 tonnes has been shipped to date.

Process and timeframes as published by the Government of the Virgin Islands and the Department of Waste Management.

District tracker

Reports logged in District 4

Every vehicle reported to the district office, where it is, and where it has reached in the process above.

ReferenceVehicleLocationReportedStatusNext step
No reports logged yet The tracker is live and empty. Entries appear here once the district office logs its first report. Plates are never published in full.

The office should confirm with the Department of Waste Management before publishing any vehicle details, and should show a partial plate or "plate removed" rather than a full registration.

Report a vehicle

Seen one on your street?

Tell the district office where it is. A photo helps. Reports are passed to the Department of Waste Management, which serves notice and carries out removal.

Direct route. You can also contact the Department of Waste Management yourself. The office will add the department's current public contact details here once confirmed.
Prototype form, not connected. On the live site this creates a tracker entry and emails the office.

Photography and permissions

No photographs are published on this prototype, and that is deliberate. The imagery you see in every slot is cartographic artwork generated from real OpenStreetMap street geometry and coastline for the exact location each slot refers to, not stock photography and not AI-generated scenery. Every gov.vg page carries "Copyright by the Government of the Virgin Islands. All Rights Reserved". There is no open licence, so the official portrait of the Representative and all government event photography need written permission from Government Information Services or the Premier's Office before they can be used. No freely licensed photograph of the Representative exists on Wikimedia Commons or any open repository. The image slots on this site name the exact shot required so they can be filled with photography the office owns or has licensed.
The district boundary is indicative. The Elections Office polling division maps for the Fourth District are no longer online. The boundary drawn on the map page follows the published description of the district and is clipped to real coastline, but it is not the official boundary. Request the official map from the Office of the Supervisor of Elections on (284) 468-3701 before the site goes live.

Facts on this site were compiled on 9 September 2026. Project status changes quickly, particularly on DeCastro Street, which moved three times in the first week of September 2026.

She is not Deputy Speaker. The Premier recommended her for the office in May 2023, but the appointment was rejected on constitutional grounds because junior ministers cannot hold it. No District 4 line item. The Budget Address contains no District 4 reference and no Road Town specific dollar figure. Funds were allocated to expand the Road Town Development Partnership project, focused on upgrading pedestrian walkways and facilities in the capital, taking into consideration seniors and persons with mobility constraints. Not published here, because no dated source exists. The working brief listed back-to-school initiatives, seniors' outreach, town halls, district meetings and community walkthroughs. None of these appear with dates in the news record, and the only public consultation that could be confirmed was a Road Town Partnership forum on 2 July 2025, which covers Districts 3, 4, 5 and 6 rather than District 4 alone. These programmes may well be real and covered only on the office's own social channels. They will be published here as soon as the office supplies dates and details.
One seniors item does exist, with a caveat. In December 2023 the Representative called on the Territory's seniors to speak up against gun violence. That was an interview with a broadcaster rather than a district outreach event, so it is recorded here as a statement, not a programme.

Who delivers the work

Road Town's redevelopment runs through a public-private partnership and a delivery agency rather than a single ministry. This is how the pieces fit together.

The lead vehicle

Road Town Partnership

A public-private legal entity set up to coordinate the redevelopment of the capital, with an independent board co-chaired by one private sector and one government representative. The District Representative chairs its committee.

It is wider than District 4. The partnership's area runs from the Prospect Reef roundabout to the Purcell roundabout, covering parts of Districts 3, 4, 5 and 6. Work delivered under it benefits the Fourth District but is not exclusive to it.

Costings are not final. On launch, the Premier said the final list of projects was not yet fully costed and that costing it is part of the board's job.

Four stated priorities: infrastructure including roads, sidewalks and public transit; public amenities including restrooms, shade and recreation; pedestrian friendly enhancements; and waste management and environmental protection.
